The only best way is to play the missions and try to scavenge every area that you come across. For example, Milton General Hospital is one of the dedicated locations for this item. The area is rife with items that can be scrapped for circuitry.
The other way to collect some circuitry is to destroy turrets. You should encounter them when traveling across the Diamond City or during missions.
